Project design – While the specific circumstances of this project’s development were unusual and required the project to be approved before the usual consultation and design work had been done, this contributed greatly to the delay in project implementation. In the future, when circumstances lead to the initial approval of a project that needs subsequent more detailed design work, either the design process needs to be completed much sooner (i.e. within three months, not after fifteen) or a more realistic implementation schedule needs to be set (either by extending the period of implementation or reducing the technical and/or geographic scope of activities).
