A negative lesson learned is that the total funding availability and release timing were not clear for a long time, which made implementation and planning more difficult and subject to variation, as well as negatively impacting on outputs and partner relations in some cases.

- The funding when signing the agreement was for an initial obligation amount of US$ 1 million, with a possible maximum of US$ 3 million, whereby the difference of US$ 2 million was subject to availability of funds.

- If the total amount is known and fixed, planning can be done more consistently.
- challenges:
- Project management was not able to plan activities for the total period, so the work plan was reduced and appointment of replacement CTA delayed with several months.
