The project started two weeks after the beginning of state of emergency in Turkey and was implemented under this condition for almost the entire duration.
success:
in such difficult period, project activities were nearly the only opportunity to bring together representatives of the Government, Trade Unions, employers in a relaxed and productive environment. This has helped confidence building and constructive attitudes.
challenges:
The state of emergency heavily impacted on the organisational and logistical aspects of the project (restrictions in meetings, duty travels of involved beneficiaries and experts, etc.)
administrative_issues:
No special resources needed, apart from attention to the design of the action. In general, situations such as a state of emergency are only considered in their negative aspects. The example of this project shows that a constraint can become an opportunity to carry on dialogue and keep the discourse alive.
