Based on the ILO’s experience of implementing the REFRAME project in multiple countries, the evaluation team observed that project effectiveness can be affected both positively and negatively by the presence of other projects working in similar thematic areas in a given country.
context:
REFRAME is a project that works with tripartite constituents in establishing fair recruitment initiatives. REFRAME does so in multiple countries in different regions, namely in Sri Lanka, Pakistan, Madagascar, Mexico and Guatemala. In countries where REFRAME was seen as the only project addressing issues of labour migration, REFRAME had privileged access to stakeholders who were receptive to its interventions. The project’s effectiveness was challenged in countries where REFRAME was competing with other ILO projects also working on labour migration issues for constituents’ attention and space. The implementation of REFRAME was observed to be more effective in countries where there is a vacuum in terms of initiatives already being implemented in the same thematic area.
