The fair recruitment process piloted by the FAIR project was evaluated by Tufts University in participation with five factories in Jordan. Four factories received fairly recruited workers and fifth served as a control group. The study provided substantial evidence of the benefits of fair recruitment to prospective migrants and employers. And this was confirmed by evaluation interviews that employers (at least some of them) clearly understand that the worker recruited under fair recruitment is a different worker, preferable to be employed. However, the fair recruiter lacked capacity to meet the demand for fairly recruited migrants generated by the program. The great challenge is that this is the project with high level of involvement of government – the practice that the factory hardly can replicate not being a part of such intervention run and led by UN agency. Therefore, contrary to expectations, participating factories resorted to conventional recruiters during the fair recruitment phase of the pilot in order to meet their workforce needs. They participated in the corridor but they still brought migrants through other channels including Nepalis travelling through India.
