The PRODOC of the EYE RAWABET project had an incomplete LogFrame of which many activities, targets and milestones were still ‘to be determined’ and this led to a design in ‘draft format’, whereby both the selection of the economic sectors through market assessments, as well as the design of the intervention models by sector based on comprehensive market system analyses were to be undertaken during the implementation phase. In addition, the third output dealing with support to national programmes and Local Economic Development initiatives did also not specify which (and how many) programme and/or initiatives.

Such design gaps can easily lead to delays and to differences of interpretation between the main stakeholders involved, for example on the number and types of sectors to be selected.

administrative_issues:

It turned out that the selection of the first sector could be done while waiting for the in Egypt extended process of project approval by the Government. However, the second sector was only selected almost 3 years into the implementation period.
