Each and every project and program must have a comprehensive Results-Based Monitoring system which must include all components of the program, and not, as in the present 2016-17 Phase, only a Log Frame for the Global Component but no RBM directions for the six country interventions. In addition, a Theory of Change was lacking and the Risk Analysis needs some improvement.

A comprehensive Results Framework, Log Frame, Theory of Change and Risk Analysis are important to maintain the relation of trust with donors.
success:
It will become possible to monitor the Programme more closely, and make changes as they become needed.
challenges:
The incipient RBM of the various phases kept on receiving criticism from evaluations and mid-term reviews and from donors.
administrative_issues:
ILO needs to take the lead in this, and make available experts from HQ, DWT/RO in nearby countries with inputs from the ILO Country Offices.
