Arrangements for projects such as the PPDP, need funding for the preparations that are necessary prior to the projects´ start up Like so many other ILO Projects, the Project used the inception phase mainly to build partnerships, mobilise partners to commit to the funding strategies and objectives, and to set up the governance committees. However, it took a lot of time (several years) prior to this stage could even start up, during which ILO (and consultants), Sida/Swedish Embassy and Akiira developed the ideas - preparations which were costly.
