It will enable more infrastructure to be built and improve overall perceptions and standing of infrastructure projects with the GoL, if LRBT is only be applied where it is cost effectively comparable to machine based alternative. There is a strong focus through the ILO of promoting labour-based approaches as a key methodology for community based infrastructure programs. This is something to support and actively promote. However there needs to be acknowledgement of contextual realities and political influences when making decisions around labour based approaches.
