Cost calculations can be affected by a range of factors during implementation and need to be continually revisited. A significant risk in all infrastructure projects is that of cost and maintaining control of inflationary elements and cost of raw materials. Given tight budgets and greater expectations from donors for more accountability, there is a need to regularly review budgets and associated costs and assumptions that have been made. This applies at all levels of the program from the head contract down to individual contractor budgets for various scopes of work.
