context:
The project aims to support the development and implementation of coherent and comprehensive policy frameworks in the 3 countries of intervention, guided by relevant human rights and labour standards. These policy frameworks are expected to be based on reliable data and evidence. In addition, the project is expected to contribute to preparing, putting in place or improving legal migration and mobility schemes in cooperation with targeted North African countries and EU Member States, in particular Germany.
success:
A sequence of steps should be followed such as sensitization, training, coaching, application, first draft, revision logic. This process is usually finalized with coaching in order to be able to apply the changes at policy level.
challenges:
The development of new policy frameworks requires a substantial amount of time to be accepted by governments and institutions, especially where the institutionalization of international (and therefore “external”) standards is expected. Moreover, the policy development cycle is very much affected by the political context and its cycles in each country. This implies stalemates can be experienced, increasing the time required to produce significant changes.
