Training of labour inspectors is not sufficient on its own. It requires political will to empower labour inspections to enforce regulations and address violations. Encouraging interaction with NGOs would be strongly recommended.

context:

Both this phase and the previous phase of the Ship to Shore programme in Thailand have conducted a lot of capacity building training for labour inspectors. This has aligned with new laws in Thailand and a focus from the Government of Thailand on the issue since the yellow card was issued. To strengthen the quality of joint inspections and number of enforcements, a cultural change in how success is defined within the inspectorate (i.e. not assuming low identification of violations is a positive) and direction from the central and provincial governments towards more strategic inspection of high risk vessels is needed.

success:

There have been small improvements in enforcement actions which gives a basis to engage the government further.

challenges:

There have been incremental improvements in the percentage of inspections which lead to enforcement action, but this is still very low, and there is clearly a disconnect between the experience of migrant fishers and the understanding of labour inspectors of the migrant worker experience.
