Delays should be avoided as much as possible in future projects, especially those stemming from administrative issues.

- A 3-month delay in recruiting the project staff at the beginning of the project, in addition to a 2-month delay in receiving approval for a request for budget revision, all translated into substantial delays that adversely affected the project's performance, efficiency and effectiveness. The source of these delays were internal processes and policies at the ROAS. The delays affected implementation in a number of ways, and even affected the structure of the work team, as the initial delay meant that it was no longer possible to recruit a CTA for this project. Moreover, the delay caused a significant gap between the 1st and 2nd phases of the project, thereby disrupting the work flow with beneficiaries and partners.
