Labour Market Information System (LMIS) Development Plan 1. Technical Design Support The project, in collaboration with Uganda Bureau of Statistics, MoL, and other government stakeholders, agreed on a four-part LMIS structure: • Data Collection & Compilation: Utilizes diverse sources (e.g., LFS, household/enterprise surveys, administrative records) while ensuring consistent statistical standards. • Information Repository: Establishes platforms for open data, aggregation, exchange, exploration, and access control. • Analytical Tools: Enables monitoring indicators, analyzing labour-economic links, and generating projections via econometric models. • Institutional Arrangements: Promotes data access, user-producer dialogue, and coordinated dissemination. 2. LMIS Masterplan Production A stakeholder-driven roadmap was created, outlining 10 key activities and timelines. Highlights include: • Signing an MoU between ILO and MGLSD. • Establishing LMIS governance. • Identifying key indicators. • Providing necessary software and training. 3. Institutional Governance The governance framework defines roles, agreements, and responsibilities for institutions and individuals involved in producing, storing, disseminating, and using labour market data.
