The design of the subsequent Phase of the Project should have the following structure: a) focus on the same levels: national, regional and enterprise b) target enterprises: medium and large; c) include into the subsequent phase both new and existing factories, but differentiate the assistance based on the needs of these two groups; d) continue to focus on employers and workers organizations to ensure complementarity with the Better Work Programme which is expected to start in Ethiopia in 2019 e) expand the coverage of partners: Ministry of Construction, tenant associations f) develop a gender strategy for the project which would clearly describe the approach for gender mainstreaming and promotion of better female labour force participation g) have more focus on women rights which go beyond the gender trainings, in particular access to services and provision of legal aid for women workers h) include awareness raising activities for workers and employers in subsequent phase of the project to improve perceptions/understanding of society about IR
