- Forcasted risk of project dependency on the limited capacity of government partners was controlled by implementing activities in partnership with local NGO's and private sectors that have proven experience and expertise in the technical area. Despite the partnership with different private sectors and NGO's, the project also strengthened its collaboration with government partners namely regional Bureau of Labour and Social Affairs to ensure ownership of the project by government.
