- In all projects focused on skills system development, continually reinforce the need for these systems to be inclusive – in terms of gender, but also disability, education level, location and other disadvantaged groups.
For example, while gender equity was covered to some extent in the design phase and in the targets set in the results framework, it needs also to be reinforced at all major decision points (e.g. selection of pilot sectors and occupations that are not male-dominated). Opportunities to involve other disadvantaged groups should also be identified in developing and testing new approaches.

- In future projects targeting skills system development, as well as others, project staff and field specialists will continue working on innovative solutions for inclusion of disadvantaged groups. In addition, the focus on inclusion will continue to be integrated at the project's strategy design level.
