Despite a solid and frequent monitoring of the project’s progress, the evaluation revealed that the project’s performance measurement framework lacks indicators for possible changes in behaviour of individuals in the factories, companies, unions and chambers which participated in project training and workshops. Therefore, the evaluation recommends that future ILO projects provide space for systematic reporting on such indicators within their M&E frameworks.
