Consider including issues of inbound migration as it could potentially impact on domestic labour markets and thus on outbound migration. As CENWOR concluded in its study, it is recommended that any policy initiatives on inbound migration are guided by evidence-based studies since this is a relatively unknown area. This could include the strengthening of the regulatory framework on inbound migration, which would have to be undertaken jointly with the Ministry of Labour because this area is under its authority. It could also contribute to have much greater involvement of employers’ and workers’ organisations

ILO shared the intent of working on in-bound migrant workers issues with the Donor at a strategic discussion held on the 28th November – to which the donor had no objection. Thus the Project is keen to start work on this in 2019. ILO has discussed with IOM to cooperate on this work.
