- 5) Continue to use and improve the ILO B-SEP modality, as several stakeholders indicated that B-SEP has shown more impact than other skills interventions with higher budgets, in particular investigate the cost-effectiveness of the relatively high number of international staff, and of the modality to have international staff work together from the beginning with national staff benefiting both in terms of learning, so that halfway through the project the national staff can lead activities on their own.

- The method of work has been partially adopted to Skills 21 project. New Progress project has been developed and is being reviewed by a donor that takes key learning from B-SEP.
- comments:
- With a number of international staff and key national staff leaving the Project was implemented with less number of staff than allocated. B-SEP like arrangement is also in place in Skills21. Two of the international staff will be finishing their terms in the third year of the project and the national staff will take their roles. Similar arrangement has been adopted in the ProGRESS project likely to be funded by GAC.
