Accepted: The Work in Freedom (WIF) programme (phase 2), in agreement with local Government authorities, has been implementing pre-decision interventions meant for women in at least twenty districts in India, Nepal and Bangladesh. However, WIF has found that institutional settings such as those organized by Government are not very effective in empowering women. Given prevailing stigma on women’s work and mobility, women prefer to avoid involving themselves with public programmes that visibilize their intent to work or migrate. Instead, civil society organisations that focus on women’s rights, do it better (Lesson learned No. 37). In addition, while government pre-departure programmes promote general awareness raising, they tend to avoid practical content that enables women to negotiate better working and living conditions (Lesson learned No. 28). WIF therefore advocates for governments to leave space for gender-sensitive civil society organisations to organize empowering conversations on common working and living conditions of migrant women in destination locations.

The work in freedom programme has been implementing pre-decision interventions in countries or states of origin. In addition, the programme will continue to position and expand the space for gender-sensitive transversal skills within the skilling environment of countries or states of origin. For example, the programme in Nepal provided inputs to 18 hours pre-departure orientation curriculum initiated by the government. When the curriculum is finalized, WIF agreed to a consultant support for a refresher training of trainers. Likewise, the programme in Bangladesh is advocating with the Government to review the training curriculum for outbound migrant domestic workers that was developed during phase 1 of WIF. The programme is advocating with the Ministry that it could update it with more recent accounts of domestic worker experiences and better interactive methods.
