10. Promote the role of the project steering committee (PSC) or strengthen current bilateral agreements. There is a need to form a PSC or pay better attention to the bilateral agreements and coordination mechanisms to track progress in the remaining period of the ILO–UNICEF project. It will be helpful to play a coordinating role in such a model of partnership, especially with the diversity of partners, actors and other stakeholders. Having such a committee or coordination mechanism with stable representatives will be successful in dealing with the high turnover of some positions at the project level. Additionally, it will be helpful to deal with the complexity issues by having a clear delegation of roles and decision-making mechanisms to deal with such emergent situations in order to avoid any delay in project implementation.

A coordination committee was formed between main agencies working on TVET in Lebanon - including ILO. In line with the Paris Declaration, we will not be supporting the activation of a separate PSC while supporting constant discussions with donors, and exchanging on progress as part of this coordination committee.
