Recommendation 4 (from conclusions 1, 2 and 4) to ILO, Consortium members, PRD project staff and programme key stakeholders (Government, EAOs, CBOs, CSOs, and youth platforms) to conduct regular multi-stakeholder platforms for conflict-affected communities, with a distinct focus on women and youth, who are empowered and engaging with conflict parties under the auspices of the peace process. Priority / Importance: High  R.4.1. Ensure adequate budget allocation for multi-stakeholder platforms  R.4.2. Carefully plan activities taking into account possible roadblocks, adopting a conflict-sensitive approach  R.4.3. Clearly define roles and responsibilities – notably having the bigger organizations linking with key leaders and authorities, and supporting each other.

It is in the heart of the project to conduct a multi stakeholders platform, where all stakeholders could be brought along to interact and sensitize on each others' position, desire on peace.
comments:
The politics on peace process in Myanmar played a big role on this matter. Peace process is strictly top down, and the voice of the people are not inclusive in the process, or if it were portrait to be inclusive, it was with a very superficial view (e.g, representative from women and youth groups were invited to participate (to listen to) peace conference that is organized not more than twice a year. The arrangement of their participation is very ad hoc. Any concrete organization of voice of woman and youth have been closely watched by local authorities. The Chief Ministers at State level were told not to "rock the boat" by initiating anything on peace - related issue in their state. This in itself tell how fragile peace negotiation in Myanmar has been. Chief Ministers of states had been extremely careful. Toward the end of the programme only that the project was able to convince the Chief Minister to allow the organization of the youth conference and invited the EAOs representatives to participate. It is very clear that the Chief Minister at the State level has been very frustrated as well. The conference was able to organized with most of the arrangements were done off the record of PEACE making radar.
