- 8. Marginal groups and women. Because marginal groups within communities and women within families, are often more concerned with natural resources (management) and more vulnerable to disasters, it is recommended that project documents and monitoring systems put their needs and priorities systematically centre stage during consultations and design. The evaluated project’s efforts seemed adequate, but the efforts should also have been an integral part of the project document and reports.
