- The blacklisting of agencies, which are in non-compliance, will require strong legal procedures and principles and could have some negative consequences. However, a positive listing of those in compliance could have a positive impact on the agencies’ behaviour. It is recommended jointly to establish such a positive list. This could eventually be linked to the Migrant Recruitment Advisor developed through the two other ILO projects, REFRAME and EQUIP.

- Creating a 'positive list' is at the discretion of the SLBFE. However, SLMP Phase IV and other ILO projects will intervene with SLBFE to strengthen its licensing and monitoring process.

- Migrant Recruitment Advisor website has received SLBFE support. The feedback from this site received from migrant workers should inform the SLBFE's renewal of licenses. This will to be followed up through advocacy with the SLBFE management as well as institutionalisation of a system whereby MRA rankings provide real time data to SLBFE in its renewal process.
