- In order to ensure the consolidation of employment reform the Government and the ILO may consider joint activities aimed to strengthen the capacity of social partners in the design, monitoring and evaluation of employment policy and programmes. Also, policy coherence and coordination across ministries (MHLSP, Ministry of Economy, Ministry of Education and Ministry of Finance) needs to be improved in order ot increase more effective and stable results of the employment reform.

- These are two recommendations. First part is rejected. Concrete suggestions and avenues on how to ensure policy coherence and coordination should be explored and considered in the next DWCP, the drafting of which started mid-2020.

- The first part of the recommendation is not practical as the government and the SP start from different understanding of EPPs. Capacities development efforts should be tailor made at the beginning.
The second part of the recommendation is a broad statement that applies to each and every country around the world at any given point.
