- ILO may consider the exit strategies in the earlier stages of the projects in order to increase the national ownership and sustainability of the respective interventions. This may involve a stronger message to the beneficiaries to increase their commitment to move from beneficiaries of international funding to beneficiaries of transfer of competences allowing them to perform functions independently of the international assistance.
