- Lebanon: Several shifts in government and turnover of government staff makes it more challenging.
Jordan: There is still discussions how this recommendation can be adopted . In Jordan there are several line ministries are involving in the project and it should be like a unit from different ministries . There is also a risk of placing this unit at MOL that they start interfering at micro level in the project implementation which might cause delays and confrontation.
