- The Office continues to negotiate with donors to understand the balance of expectation and manpower to get work done. This comment is valid.
- comments:
- The ILO will continue to have difficulties to negotiate with donors as long as our standard staff cost, particularly international staff categories are very high and continue to be higher over the period of time. This leaves us with less power to negotiate for more manpower to carry out work.
