9) Initiate as soon as possible the consultations with the Tripartite Constituents (bilaterally and/or plenary for example through the NTDF) on a follow-intervention either through a GIP Phase-II or by introducing the joint ILO and IFC programme ‘Better Work’ in Myanmar, and gradually include in these consultations the other stakeholders identified in the present report such as the nationally owned factories, internationally owned factories, Brands/Buyers and Donors (see Table 6).

Employers appear to have less interest on Better work, continued to cite the better work model of Cambodia, which impressed upon them the disastrous industrial relations between local and international employers. This is a perception of Myanmar employers, right or not is beside the point. The CTA of GIP project did not appear to take sufficiently balance actions during the course of GIP implementation, and therefore had less bearing in bringing up Better Work to the attention of the UMFCCI, and as such did not get their buy-in easily. Through Global - Call, which was difficult to set up due to the reluctance from the UMFCCI representative, again, appears to be a more acceptable forum for UMFCCI as it provides more of a platform that they can voice their concern and hear also different solutions / options from others. This platform shall continue to be the platform that eventually bring the UMFCCI to understand the way Better Work operates, and related to MM.
