- Consider an alternative country expansion strategy (“BW second generation”) which is nimbler and less resource intensive and less criteria for countries and factories to participate. Such a second-generation country expansion strategy may be largely virtual and/or in partnership with national partners. And it should be pursued in close collaboration with other ILO departments and country/regional offices.

- We will continue to take this approach in Sri Lanka, while still aiming to do complete fledge feasibility studies in the other countries where we are already started the feasibility work (including Myanmar, Madgascar).

- Better Work is currently taking such an approach in Sri Lanka, where we are not implementing a fully-fledged country programme, but are organizing discreet activities with manufacturers and constituents. There are advantages and disadvantages of such an approach and there is no clear consensus in the Better Work Managemen Group about the idea of a Better Work light or Better Work second generation.
