In particular, ILO should ensure MoLSA, EEF and CETU are engaged in the project design, as well as key other ministries where relevant to a project. The initial design of the project was not particularly inclusive which contributed to initial problems of ownership. The example of the development of Outcome 2 is a much better example of collaborative work and should be
emulated in future.
