Identify ways to ensure the employers and workers are more involved in project implementation in future activities. For example in this project, AEF hosted a satellite branch of the YES Centre in its offices but this was only done at a late stage of the project. CETU main involvement was only on the steering committees of the project. CETU works to ensure decent work conditions for workers and identifying activities which encouraged CETU engagement of the PES Centres’ users on this issue would have enhanced their ownership of the project.

No action plan but to continue to align the setting up of project governance structures at federal and regional levels.

comments:

The current recommendation does not take the decentralized approach of CETU and EEF in Ethiopia into consideration. There is clear distinction and demarcation between the functions and role of EEF and CETU at the federal level and those of the respective regional chapters at the regions. The project had drawn on this division of responsibilities while drawing them at the federal and regional level committees respectively.
