- The cooperative laws and other legislations in the country related to establishing and operating common interest groups are strict with complicated reporting requirements, demotivating target beneficiaries to be brought together in saving/self-help groups, cooperative and other similar structures. - In this new environment in Afghanistan, there is need to come up budgets that will cater for the additional costs that will come with the inclusion of women in project activities especially in the design of the second phase of R2J project. Such costs associated with the need for a "Mahram" for female project staff and project beneficiaries, creation of women friendly and compliant workspaces, added training expenses that allow for segregation of men from women etc. These will all have budgetary implications
