The government working hand in hand with Parliament should expedite legal reforms aimed at supporting the policy implementation. It is evident from the interviews and documents reviewed that quite a lot of investment in terms of human, technical and financial investments have been made so far. It is now clear that a white paper is in place, and therefore government should work hand in hand with parliament to come up with laws that will support its implementation to ensure it gets a soft landing and easy roll out.

The ILO will follow the public consultation process with keen interest and support DTIC in relation to any queries.
comments:
The SSE Policy White Paper is with the Minister of the department for trade, industry and competition (DTIC). Minister Patel announced public participation in his 2021 Budget Speech and announced that the policy would be shared for public comments. This is still to happen. The policy has been operationalised into the DTIC Key Performance Indicators for 2021-2022.
