Work conducted through implementation agreements with CSOs, while important, will not influence GSC at a macro-level and expectations need to be tempered. CSOs may influence specific regions and communities but unlikely to have much impact at a national or regional level. Budgets should be set accordingly and CSOs used as complementary and pilot initiatives to support broader national engagement with government and constituents.

The CSOs budget allocation of 50% of the total budget can not be waived at this stage. However: - Budget allocation for activities with Governments is considered (without reduction of CSOs allocation) - Identification and implementation of activities with governments (support to regional action plans; labour inspection training; agreements with ministries of education) will be considered.

- The CSOs budget allocation of 50% of the total budget can not be waived by the ILO and this has been previously explored with the donor. It was agreed to comply with this condition. - Since the project achieved good progress towards complying with this condition, some additional funds could be allocated with the Governments.
