Define targets for the distinct indicators for the different countries at the level of impact, objectives and outputs of the Logical Framework, which allow, on the one hand, to realistically reflect the contexts and strategic priorities of each country; and, on the other hand, to understand the level of achievement of the project in the long term (impact/development objective), medium term (specific/immediate objectives) and short term (outputs). In addition, trying to define, as far as possible, the baselines for each indicator, in order to sustain the definition of targets, as well as to measure more clearly the causal relationship of the project intervention with the achievement of the targets.
