- 5. Carry out a market assessment to identify high-value and in-demand skills for future projects
Whenever a project involves a skills development component, project management is recommended to carry out or utilize a market assessment of skills that are of high demand and high value in the labor market. Through this way, trainings can be better designed to equip trainees with the skills and capacities that respond to the needs of the labor market.

- The ILO is in full agreement with this recommendation and the importance of assigning adequate resources to fulfil such assessments. Currently, the ILO is working with social partners to implement institutional reforms, in order to improve the TVSDC’s capacity for effective governance to ensure significantly improved employment outcomes of the skills training. The objective of this initiative is to increase the transparency and efficiency of the TVSDC’s internal structures, improve its service delivery, enhance its cost effectiveness, and enable to the organization to maintain strong partnerships with private sector representatives and other major stakeholders, participation of private sector in skills governance and partnership in skills delivery and job placement.

- Under the PRM III Project, the ILO recruited two national consultants to analyse the commission’s organizational structure, governance mechanisms and business processes to identify gaps for delivering its mandate. In doing so, it will also be important to identify institutional capacity gaps in terms of systems and human resources to achieve its vision and mission. The recruited experts are also examining areas for technology integration and innovations needed to support achieving objectives and enhancing organizational performance.
In addition, the ILO and MoL partnered with the King Abdullah Centre for Excellence to carry out a thorough assessment of the TVSDC’s internal management systems, and individual staff members. By evaluating the current capacity of the organization against its objectives and central mandate, this initiative will identify the major impediments faced by the TVSDC in coordinating its activities and building strong stakeholder relations. The findings of the assessment will help MoL and TVSDC arrive at an implementable roadmap that will guide the TVSDC in its future decision making, while implementing a plan for filling any identified human capacity gaps. Thus, the project will ultimately improve the transparency and efficiency of the TVSDC’s internal management systems, through recognizing the central value of adequate leadership, clear coordination mechanisms, and human creativity.
Moreover, the ILO is looking into updating previous sectoral studies across three previously examined sectors; the Garment & Leather Industries, the Plastics & Rubber Industries, the Chemicals & Cosmetics Industries, in coordination with NSSCs to arrive at more up to date Labour market Information System (LMIS) and analyze the impact of the pandemic on skills and employment in these sectors. The information will inform the ILO of the most suitable skills development interventions under the programme.
