For ILO Project’s management: To sustain the migration corridor approach in similar interventions including the third phase of the FAIR project but select the migration corridors based on the thorough rationale and high potential of the positive impact on migrant workers (men and women) and reduced impact on the environment (ex. Selecting shorter air routes to reduce CO2 emissions). Due time should be given during the inception phase of the third phase to allow for the stakeholders’ analysis and consultations with stakeholders. Risks assessment and mitigation strategy including the optional strategy for other corridors should be developed during the inception phase to mitigate the risks of low interest on the part of powerful stakeholders and lengthy delays.

Countries and corridors were selected for FAIR III on the basis of: ILO data and analysis (regional report on FR in Africa, 2021), FAIR II research (Cote d’Ivoire to Tunisia report, rapid research reports), technical consultation with ILO labour migration and FPRW specialists in Africa. Donor requests were also considered in the selection. Important to consider that data on migration flux is not readily available in particular in corridors to the Middle east from Africa. As specified in FAIR III prodoc, selection of destinations from Tunisia and from Ghana is to be informed by rapid analysis (done for Tunisia) and stakeholder consultations (planned for Ghana and Tunisia in Q4 2022). Regarding risk-mitigation: Most of the implementation of activities in FAIR III will be done at site of origin, which will minimize impacts should the selected destination not be possible, in keeping with the approach used in Nepal and in the Philippines.

With regards to impact on environment: focusing project activities on “shorter air routes” between country of origin and destinations will not change the demand nor the supply of migrant workforce to jobs abroad that present an attractive income opportunity for workers that justify their migration choices. A viable alternative would be to develop greater demand for similar opportunities at point of origin. Moreover, migration opportunities with “shorter air routes” are not necessarily those in which risks to workers are less prevalent. The ILO Fair recruitment interventions seek to maximize positive outcomes for workers along migration routes that are most problematic in terms of risks of abuses of FPRW. Therefore, the selection factor for the project has to be consistent with an identified need for ILO value added. Lastly, strategies for considering and integrating environmental impacts ought to be thought-through more holistically as part of the ILO’s approach to migration governance and the just transition towards environmentally sustainable economies and societies, rather than a single project approach.
