For ILO Project’s management: To improve a) project design to better integrate gender equality, disability inclusion and environmental sustainability in the Project’s results’ framework; b) to conduct independent evaluability exercise including evaluability of human rights and gender equality aspects; c) to improve data collection, reporting and monitoring performance to enhance the efficiency of the management for results; d) to continue good practice of Comprehensive Monitoring and Evaluation Strategy (CMES) but accompany it with the action-based Monitoring and Evaluation Plan and due data collection forms (eg. Sex/age disaggregated and non-discrimination inclusive participants forms, Sex/age and non-discrimination inclusive disaggregated post-training assessment forms, statistical data sheets to monitor the progress at the outcome level using external sources, etc.) to enhance its implementation and data collection to inform the delivery of the Project’s results vis-à-vis Results’ Framework on a regular basis with at least 6 months periodic internal reporting shared with the Donor.

The project will commission an M&E consultant to review the log-frame and indicators, focusing on evaluability, and propose a project monitoring plan, and support with data collection and capacity building of project team. Periodic reporting has been increased to 6 monthly as part of the MUL agreement (one yearly technical project report, and one intermediate flash report).

The development of the Project Monitoring Plan will be informed by the results and recommendations of the gender analysis.
