title:
Recommendation 4: Systematize the main features of the joint normative and technical cooperation model implemented through the TCP in view of its replication in other appropriate cases The ILO should systematize the steps and methodology used in developing the TCP in Qatar and assess the driving factors that supported its implementation, in order to outline a work model that combines ILO’s normative and technical cooperation functions, which may be replicable in ILO’s work with other Member States.

action_plan:
The Office is in the initial stages of assessing the model applied in Qatar in view of its replication. An academic article and a short piece in ieval helped to launch this process. The lessons drawn from these studies will inform the possible revision of Office Circular 2/163 of 1987 on Links between international labour standards and ILO technical cooperation activities with a view to their replication in future.
