- 9. Discuss with Member States the conducting of an external evaluation focused on the TAWGs. Given the progress which has been made on reinvigorating the TAWGs following the COVID-19 pandemic in the period of June to August 2020, it is recommended that this evaluation does not take place immediately but is scheduled towards the end of the programme to provide time for the effects of the latest developments to have an impact. This recommendation also recognises that the Colombo Process is member driven and effort will be needed to ensure the members agree to the progress and the evaluation conducted in a politically sensitive manner.
As a first step, it is recommended that more discussion on this is held between the PUNOs and an engagement plan planning and designing the evaluation is developed.
