Elaborate a capacity development needs assessment to create a CD strategy with measurable tools which will help to ensure that the capacity development efforts are effective and can be evaluated. Measurable tools can include things like performance indicators, targets, and benchmarks that can be used to track progress and assess the impact of the capacity development activities. A capacity development strategy with measurable tools can also help to ensure that resources are being used effectively and that the capacity development efforts are aligned with the overall goals of the project.

The project has a training plan related to the design and implementation of National Business and Human Rights Action Plans. In countries where these plans do not exist, the project is forced to respond to ad hoc training requests from the constituents. Results are always measured with tools that vary according to the type of training. However, the indicator´´ Percentage of participants who report having benefited from an event´´ has been implemented, which is part of the mandatory indicators of the EU as a donor.
