Income support component: The project proposal and implementation benefited from wide consultation with national constituents and ILO country level and regional staff at the very formulation stage of the proposal in all 7 countries. By the time the funds were however received, and tripartite consultations had started for the implementation phase, the local context in Cambodia and Indonesia had changed. In Cambodia, the Government had implemented a cash transfer scheme that targeted the tourism and Garment sectors, so another programme targeting the garment sector and not including other impacted sectors was then perceived by the Government as politically not feasible. This required the project design and implementation partners to be amended to the extent possible. In Indonesia, by the time a wage subsidy had been designed and implemented, the industry was deemed in recovery. Coupled with a cumbersome application process as perceived by factory owners, demand for the programme was low and the design was subsequently altered in close consultations with the tripartite partners to support workers and factories most in need. OSH component: a specific tool (a rapid needs assessment) was developed to assess the gaps in existing response measures and to identify needs that could be addressed through the project. The response plans were developed by the countries based on the consultations and inputs received.
