- When designing new cash transfer interventions, ILO should engage in cash transfer when the
circumstances are straight forward and can be perceived to have a reasonable and realistic chance to
reach the set objectives - in view of the complexities described by this evaluation. Discussions and
consultations with key project stakeholders about strategies should be done at the design stage, so as to
eventually serve the beneficiaries in the best way, even if the project is to be implemented under
crisis/covariate conditions.

- The Office and department in particular have taken good note of the programme’s lessons learned and will take measures to be more agile in crisis and post crisis contexts including through building strategic partnerships. The department will also develop and implement in the short to medium term a roadmap to strengthen its capacity to support constituents in crisis and post crisis contexts, in particular, SOCPRO intends to 1/ develop a clear ILO positioning in terms of engagement in social protection in crisis and post crisis contexts in line with its mandate and comparative advantages, 2/ to support constituents build social protection system preparedness, 3/ to build staff capacity in technical areas pertaining to crisis and post crisis response including at the regional level.

- To not engage in cash transfers unless circumstances are straightforward because the project has had implementation hurdles is not the department’s position nor is it the position of the DG as stated in one of the 5 priority action programmes on decent work in crisis and post crisis contexts. Not supporting constituents to withstand an emergency of the scale of Covid-19 or not engaging during crisis because it is not straightforward would pose a great reputational risk for the ILO and erode the trust developed with ILO partners and tripartite constituents.
