Recommendation 2: Design a long-term integrated strategy/programme on skills development and lifelong learning for Lebanon The ILO RO should design an integrated and all-encompassing long-term programme on skills training and lifelong learning for Lebanon. Such a programme should tap into on the knowledge and expertise that was generated through past and on-going “skills projects”. Some priority interventions for this programme are suggested below (recommendations 3 to 10) In addition, the ILO should develop a funding plan for the long-term programme. Also, funding agreements should make sure that the staffing previsions (both technical, M&E and communications personnel) are appropriate to carry out complex projects in challenging contexts with maximum effectiveness. Moreover, a comprehensive Monitoring and Evaluation Plan should be put in place. Finally, it is recommended that the ILO develops a sustainability plan and a clear exit strategy for the long term programme.

The ILO developed a Lebanon Country Assessment and priorities brief towards improved skills and lifelong learning where ILO's added-value would contribute to the system improvement. The brief includes a comprehensive strategy for the next five years in line with ILO global programme on skills and life long learning and the National strategic framework and priorities of the government. Available funding to the ILO is limited however and while the recommendations listed from 3 to 11 are all important, the ILO cannot take responsibility for them on its own (see Rec 1)

The Lebanon Country Assessment (CAP) is used as benchmark in the discussions with donor community for fundraising; and with UN sisters and other development agencies for potential partnerships. Discussion on strengthening the M&E support to skills project initiated - a Lebanon Skills Working Group is established to better coordinate planning and complementing skills initiatives, harmonize approach, and standardize M&E tools across skills projects, and leverage resources for a M&E consultancy support.
