Recommendation 4: Support the development of institutional capacities of social partners It is recommended that the ILO supports the institutional capacity building of Lebanese social partners, particularly workers' organizations, to enable them to engage more effectively in skills development. This can be achieved by assessing the needs and priorities related to skills development of workers' and employers' organizations, identifying comprehensive and tailored technical and financial support, and implementing capacity-building plans that allow for greater involvement in updating and reforming skills development systems.

A comprehensive capacity building plan is under discussion among different ILO projects with a skills component. As a first step, a list of free online training on skills development is shared with constituents. An ITC-ILO skills academy is taking place in Oct 2023 and will be disseminated to constituents.

comments:

Institutional capacity building is an integral part of ILO intervention under skills projects. The office is taking into consideration complementary technical support to constituents, partners, and others based on training needs assessment. Availability of resources is however a major constraint.
