Recommendation 2. Establish a modality for providing RBSA funds specifically for core normative work at the request of Country Offices, ideally at the request of constituents. Perhaps placed as a lump sum available from the Regional Office, it should be possible for Country Offices to quickly access funding specifically for tools and activities used for integration work (promoting ratification) and technical inputs smaller than a proper project that would support implementation work. Perhaps Country Offices can make known the availability of such resources and specifically ask constituents if there are matters they would like to take up with DC or TA, i.e. CEACR comments they think are particularly susceptible of result-yielding cooperation.

1. Propose to discuss this in ROAP, and decide on the following: what are the core ILS issues; what should be the amount available 2. Discuss with CDs and agree on how these amounts can be spent; agree on the protocol how the CD, PO and ILS specialists should coordinate on these issues

I fully support this recommendation as ILS Specialist. I guess this can be discussed in ROAP, probably with ILS specialists first, and with CDs. CD, POs and ILS Specialists should be able to suggest support on core ILS issues at any time.
