Amend guidance on the use of implementation agreements to include within such agreements a specific commitment appropriate to the content of the agreement for the implementing partner to make subsequent use of the capacity or product generated under the agreement. Implementing partners should have plans for their own organizations to use the capacities and products made possible through implementation agreements; implementing partners should be more than service providing project contractors.
