The recommendation to provide ILO staff with capacity development support before joining an ILO development cooperation programme is not for the programme team but rather for the organization to consider. The ILO regional staff working for the Skills for Prosperity programme provided regular technical guidance and capacity building support to the CTAs and NPOs on effective design and review of country results frameworks as well as in monitoring and evaluation. The internal capacity development was delivered consistently since the early start of the programme until its end.
